This document is a summary of the consent decree signed and put into effect on September 30, 2011 between the EPA (acting on behalf of the United States government) and the Jersey City Municipal Utilities Authority (JCMUA). The report only covers the most salient points from the decree; correspondence between the JCMUA and the Office of Councilman Fulop; and information gathered during a tour of the downtown and Bergen/Lafayette areas. The tour was conducted on October 4, 2011 by Dan Becht and Rich Haytus of the JCMUA and included several members of the Office of Steven Fulop.
